Namibia scores above the world average in business freedom, trade freedom and labor freedom, according to the Index of Economic Freedom. Namibia's ranking in the World Bank Group's Control of Corruption Index improved greatly in this past period. According to the World Economic Forum's Global Competitiveness Report for 2007-08, the three most problematic factors for doing business are an inadequately educated workforce, poor work ethic in national labor force, and inefficient government bureaucracy. The 2006 Enterprise Surveys cites crime, tax rates, and access to/cost of financing as the top constraints to firm investment. Namibia's overall Ease of Doing Business ranking is lower this year. Although it ranks in the top 50 countries in four indicators, it ranks in the bottom 35% in three indicators. For example, it takes 66 days to start a business in Namibia, which is 50% longer than the regional average as seen in annual reports.
